Weslaco selects new police chief
WESLACO - The Weslaco City Commission named a new police chief Wednesday night.
Jose Perez Jr. succeeds interim Police Chief Art Avila, who also leads the Fire Department.
The city's top-cop position became vacant when interim City Manager Francisco Castellanos fired J.D. Martinez, the previous police chief, last month.
Perez has worked in law enforcement for 32 years, including 24 years with Weslaco.
He's currently working as a school officer with the Progreso Police Department but has also served as chief of police in Edcouch.
About 10 people applied for the position, including several internal candidates, Castellanos said.
Castellanos, who recommended Perez to the commission, said that as a long-time Weslaco cop who now works elsewhere, Perez brings a unique perspective to the city.
"He has a long history with the department," the interim city manager said. "He knows many of the people in the department and has relationships with them."
"He's a fresh set of eyes, but he's familiar with the players."
Perez served as an interim police chief in Weslaco in 1990 and 1995.
Castellanos sacked Martinez last month along with the city's public works director and three others.
The interim city manager stressed at the time that the moves were not political, even though Martinez had been rumored to be on the chopping block long before his termination. Castellanos said the erstwhile police chief and the other employers were let go solely for financial reasons.
But Wednesday, less than three weeks after Martinez's termination, the City Commission voted to hire a replacement.
Castellanos said he had hoped the city could save money by employing a public safety administrator who would oversee both the Fire Department and the Police Department - hence Martinez's ouster.
But shortly after letting Martinez go, the interim city manager said, he learned from the City Commission that Weslaco's charter requires a police chief, prompting him to search for a replacement for Martinez.
Perez and Castellanos are now negotiating the new chief's salary and his start date.
This is the second time city leaders have turned to a familiar face in recent weeks.
In May, the municipality tapped Castellanos to oversee the city's day-to-day operations after Anthony Covacevich resigned as city manager. Castellanos led the city from 1994 to 2003.
Perez's duties will include helping to cut costs within the Police Department, Mayor Buddy De La Rosa said.
The newly named police chief said Wednesday night, however, that he had not yet discussed any cost-saving measures with Castellanos.
A recent report from credit rating firm Standard & Poor's cited growing expenditures in the city's public safety budget as one reason for the city's financial woes.
The new police chief will also lead a department that has been hit with several lawsuits from one of its police unions.
Perez said he will work closely with officers to try to keep them happy and promote a productive work environment. He also plans to work on improving relations with residents.
"We'll be more in touch with the community and deal with them one-on-one," he said.
Perez worked his way up through the ranks of the Weslaco department, starting off as a patrol officer and eventually becoming an investigator, sergeant, commander and interim chief before retiring in 2004.
He served as the chief of the Edcouch Police Department from 2005 to 2007 before resigning as the financially struggling city decimated its own police force.
Perez has worked since September as a school officer with the Progreso Police Department and owns a security company.

| I guess Frank C. never read the city charter when he was city manager the first time. Nor did Buddy when he was commissioner all those years. How nice for Joe that the city never advertised or solicited applications from outside the department. That way he had no one to compete against. Frank just handed him the job. The commission may not have ok'd an assistant chief but on Friday Assistant Chief Big Boy took command and made it clear to everyone in the department who was in charge - and it won't by Joe Perez. Citizens get ready for more lawsuits. This budget cut/cost savings is going to cost the city plenty - either in taxes or from it insurance carriers. I hope JD gets a large settlement and rides off into the sunset laughing at the suckers left to clean up the mess. Have you checked your taxes lately. By the way Mr. City Manager which Mexican drug cartel bought the city? |

| This is the reason we have to get involve in next years election, to make sure this kind of corruption and politics don't happen again. I for one am behind the honest hardworking cops not the ones who sue just to get away with it. Honesty and hard work will always previal. Don't give up, if you see something wrong do what they did take them to court, give them a taste of their own medicine. Just hang on for another year, we as citizens will make sure that those people will never win again. |

| WR we are not haters, just honest cops. We don't file false reports, file work injury for stepping out of the car, cover up for sanchas, or hang around with dopers. And you Texas can't read or write and think that years of service qualifies you to have rank but it doesn't. You need to retire. Yes JD needed to be fired but instead of picking someone who was more qualified and unbiased we went to the bottom of the trash can. Yeah give them a chance to further ruin the department! |

It is time for Perez, Castillo and their crew to run the PD regardless what the haters have to say.

| dear daz hunter no sir im an officer who has never sued the city of weslaco and sir i have passed the city of weslaco physical fitness test for officers. so dont never tell me that i have sued the city that i work for. you are just mad because your party did not win the last election so stop hating hater. plus i dont even live in the city of weslaco and i know all the favoritism that the captains show there boy's and not the hard working officer's of the city of weslaco. |

| Texas you are probably one of those officers who filed a federal lawsuit with castillo and got emvarassed when a federal judge said your lawsuit was BS and dismissed it. It's not fresh air you smell it's the stink of corruption that flows through the police department now thanks to the mayor and tafolla. |

| a change of fresh air is at the weslaco pd. give castillo a chance to do is job before you judge him. i know there is a lot of officers who don't like to take reports and they only work the morning shift they are the captian's boy's. hope castillo put those officer's to work because they are just a waste of tax payers money. |

| This is just the beginning folks, baudeluo castillo, aka lawsuit moocher, went into work in plainclothes today, threatened several people, and told them he is the new assistant chief. Commissioners, especially you tafolla, get the citys checkbook out because this one is gonna cost you guys big time. |

| So the mayor is bankrupt, Perez's security company is worth about 2 cents, hence why he was working at Progreso, Castillo is also in a financial mess and these are the people that are in charge of fixing the "financial woes" with our cityand police dept. Perez couldn't fix the problems in Elsa can't even manage his own security company but he has good vision according to the city manager. Have you seen Perez' glasses. Talk about vision. Maybe the city manager should also get a pair. |

| Weslaco has never been the laugh of the valley until the Mayor and his cronies got in power. He says it was due to financial mishandling about not bringing JD back, now who's calling the kettle black. Mayor I saw you at the Federal Building last week when you went in front of the judge over your own financial problems. The Bankruptcy judge wasnt to happy with you if I may say. |
