Wasted taxpayer money

School board member: District blew $77,000

WESLACO — The Weslaco schools superintendent said he takes responsibly for a mix-up his critics believe resulted in more than $77,000 in wasted taxpayer money.


The school district paid two different architects to each design plans for a school cafeteria renovation, and at least one school board member believes the move is more than an accident.


The district paid a McAllen architectural firm more than $77,000 last year for renovation plans to the cafeteria at Roosevelt Elementary - only to decide that the school needed a new cafeteria altogether.


But after making that decision, the district decided to pursue a renovation after all - and hired architect Rudy Gomez to design a second set of plans. The switch was authorized by the district's school board.


Hector Garcia, the original architect on the project, said in a memo to school board member Raymond Givilancz that he believes some board members were "clueless that my firm was paid $80,000 to shelve the drawings."


Earlier this month, Givilancz expressed his frustration to the school board and district staff at a board meeting.


"It's wasted taxpayer money," he said in an interview. "There's nothing we can do about it anymore."


District Superintendent Richard Rivera said there was no malicious intent behind the deal and disputed the allegation that taxpayer money was wasted.


Based on the new plans, the renovation will cost $1 million, Rivera said. The price tag based on the original designs was an estimated $1.3 million.


But he asserts neither he nor the school board members knew Garcia would have to be paid for his designs when they switched the project over to Gomez.


Rivera said district staff should have made him aware the district would have to pay Garcia's firm after making the switch to Gomez. But the school system's top executive said he takes ultimate responsibility for not being aware of that consequence and conceded he should have asked questions.


"The superintendent is supposed to know everything, but there's no superintendent anywhere who knows everything," Rivera said.
Robert Sepulveda, the school board president, suggested the double payment was primarily due to a lack of communication.
But Givilancz said he believes the district's actions were no mistake. He said Rivera "basically wanted to give (Gomez) the project."


In Garcia's memo to Givilancz, the architect states that Andres Sanchez, the district's chief executive director of business operations, told Garcia last year that "he probably would lose the project," just two weeks before the board voted to take it away from him.


At the board meeting earlier this month, Sanchez denied saying that. He declined to comment for this story.


Gomez had been working as the "watchdog architect" on the cafeteria project, tasked with ensuring costs remained reasonable, before the board awarded him the project outright.


Rivera said Gomez was a good candidate for the project, since he originally designed the cafeteria in the 1980s.

WOW I AM JUST WONDERING WHY ALL OF THIS PEOPLE ARE UP IN ARMS WITH MR. RIVERA, I AM NOT DEFENDING IN ANY WAY FOR HIS MESS, IAM JUST WONDERING WHY NOT MAKE A BIG STINK WITH THE WESLACO CITY MRG. AND HIS PUPPET COMMISSIONERS, JUST LOOK AT WHAT THEY ARE DOING WITH OUR TAX MONEY.

TAX Payer, over 1500 weslaco voters fell for Bucky Cardenas and Jeff Everitt promises. I cannot believe Weslaco believed their BS. I can guarantee you that they will protect Rivera and Oliveira always. Hopefully people will learn a lesson and ask questions before going in to vote for incompetent candidates.

Mr Rivera i overlooked the incident with Ms O but this is to much. You have screwed us one to many times. First with leaving an incompetent attorney and not getting rid of him long ago. Then the Mrs. O situation, know this. $77000 is alot of money that is 3/4 of your pay. Board needs to do the right thing and boot Mr Rivera and that Incompetent Attorney. That money could have gone to better our childrens education. But it was a simple mistake right Mr Rivera. If the board is going to over look this then we need to take a closer look on the next election. Where are our new Board members that feed all this BS to us that they were goin to do the right thing.

Mr. Rivera how dare, you say it was my fault for switching companies, “I take full responsibility.” 77 thousand Dollars is a lot of money that for people like use that have to work two jobs to feed our kids. Not all of us are on welfare and food stamps and for you to arrogantly say that it was just a simple mistake or miscommunication, is bull. You are paid to do better then that, you also have to understand that you and the Board have a community to answer to. We are putting you and the Board on notice, we will not sit around and let you and the Board squander away our hard earned money. Elections are just around the corner for some of you. Mr. Rivera this was strikes number two Principal for you. I know some of the board is incompetent, but Sepulveda give me a break,you are smarter then that. Stop covering up and do your job.

Since the board is responsible for the Superintendent, as elected officials, they have a responsibility to the community. We the community entrusted the board to oversee the financial well-being and operation of our school district, but apparently once again they have failed. We have a major problem! Since the superintendent is the only employee who answers directly to the School Board, I feel the Board needs to address the problem through its adopted evaluation process quickly. They are ultimately responsible to the community who elects them. I think it is time that we demand the board to adopt an evaluation process that will require the superintendent to be evaluated regularly and also include public input to become part of the evaluation process. After all, in a well-run district, the superintendent should be evaluated regularly by the board. Just because the superintendent is taking responsibility for his actions does not mean that it is forgotten during evaluation time. Remember, effective superintendents create answers, not excuses. So elected board members you are ultimately responsible to the community who elected you. My question to you is, are you regularly evaluating the superintendent’s performance, if not, Why?

Mr. Rivera, your costly mistake does not go away just because you are taking full responsibility for wasting taxpayer’s monies. How imprudent of you to take this costly issue so lightly. Worst, how childish of you Mr. Rivera to state that Supt’s should know everything,but there’s no supt. anywhere that knows everything. Let me tell you, it does not take a know it all supt. to figure out that when a project is awarded by the board to a company and later on you decide to switch to someone else, you will not be expected to pay the firm who was initially awarded the contract…give me a break! Of course, you have blamed the district staff for not making you aware that once a contract is awarded you must honor the contract, so what type of reprimand, if any, are you giving your district staff? Yes Mr. Givilancz, I agree that it was wasted taxpayer monies and I also agree that we can’t bring back the $77 thousand, but one thing we the community expect the board members to do is to show responsibility by holding the superintendent accountable for such costly mistake…and I don’t mean a slap on the wrist. Now Mr. Board President, you are just as imprudent as Mr. Rivera…you blame it on lack of communication, from who! Now this is a comment to be mostly concerned about, I wonder how much more lack of communication is Mr. Givilancz going to stumble across. I agree with Mr. Givilancz , Rivera basically wanted to give Mr. Gomez the project regardless the cost and you are covering up for him. Never in your dreams did you think thought that someone in the board would find your malicious doings and coverings. Let me tell you, this is just the beginning, the community is finally waking up! Good job Mr. Givilancz…Keep up the good work!
